Trump's Progressive Warning Overlooks The Continent's Real Threat: Economic Stagnation.

The recent US security policy document offers a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" policies represent an grave threat to European civilization. Yet, this perspective is based on a fundamental misreading of the situation. The actual challenge facing Europe is not cultural but technological and economic backwardness.

A Glaring Economic Divide Between Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry 13.5% growth for the European Union. During this time, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even Mississippi now has a greater average income than major EU nations like France and Italy.

Today, about half of the world’s 50 largest tech companies are American, while only four are European.

The Innovation Deficit: The Core Problem

The growing disparity stems from stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap prompts a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU positioned? Most analysts concede it is largely a two-horse race between the United States and China, with Europe starting at a significant handicap.

Root Causes of the Continent's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a true capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can introduce a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is divided among twenty-seven different national systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking differ sharply. In some EU nations, business failure was historically viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Notable analyses on European competitiveness and the internal market highlight the need for major reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent still possesses significant strengths: high-quality human capital, excellent education systems, and world-class research institutions. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
